The Department of Education was, according to their website, created in 1867 "to collect information on schools and teaching that would help the states establish effective school systems." The Department of Education's function is to make policies on federal financial aid and to monitor how federal funds are spent in that area. President Donald Trump made remarks in the first cabinet meeting of his second administration suggesting the Department of Education is falling short of these goals. In fact, President Trump recommended that the Department of Education should be dismantled as soon as possible. The President says that, on a scale of 1 to 40, America is 40th in education despite spending the most per pupil. President Trump also said he desires to move education back to the states, where it belongs. As of now, education is primarily the responsibility of the states, which establish schools and colleges, develop curricula, and determine requirements for enrollment and graduation. States also bear the brunt of the burden for funding schools. The Department of Education only accounts for 8% of spending on education, according to their website. As far as the scale where American students rank, the Program for International Student Assessment (PISA), a global program that indicates whether school systems are preparing students for the 21st-century global economy, is tasked by OECD every three years to carry out tests that involve 15-year-old students. Students have their critical thinking skills in the fields of math, science, and reading tested. The students are comprised of countries that make up 90% of the world's economies. Granted, the President may be privy to some information not made available to the public, which is why he says the United States ranked 40th, but considering the size of the U.S. economy, 18th isn't that great either.
